Ofgem’s response to its consultation on code reform highlights the uncertainty of obtaining legislation. However, improvements need not wait for licensing of code bodies.

In Elexon’s response we highlighted steps that Ofgem can take, based on the BSC/Elexon model, for improvements to the code landscape:

l    Code panels or bodies should have aligned objectives and these should include benefit to consumers of changes (this idea was raised back in 2008).
