The Wales Act 2017 received royal assent in January. The Act devolves powers to the Welsh government for areas including consenting for new energy projects, fracking, marine licensing and harbours. There are provisions for determining planning permission for power plants up to 350MW – this means most renewable energy schemes – and approving any new oil and gas schemes in Wales, including permission to give the go-ahead for fracking, licensing of coal operations and onshore oil extraction. There are also powers related to roads, harbour functions and marine licensing and conservation.
