East Lothian Council has recommended that Scottish ministers refuse planning permission for an electricity substation at the former Cockenzie power station site on the grounds it could prejudice future development of the site.
The substation is required for the 784MW Inch Cape offshore wind array earmarked for a site 15km from the Angus coast. A planning application was “called in” by Scottish ministers in April.
