Drax Power is to pay a £28 million penalty for its failure to meet Community Energy Savings Programme (Cesp) targets. Payment is intended to benefit customers who should have benefitted from the Cesp measures, and Ofgem is consulting on how that payment should be made. Up to £20 million should benefit the consumers for whom the scheme was designed. The remainder would be paid as a fine or delivered as consumer redress measures.
The consultation ends on 5 January.
