Networks are being overpaid and their regulators have not adjusted to changed economic circumstances, according to a new report from Citizens Advice. The consumer watchdog complained that the networks’ profit margins are “far in advance of what is needed,” but consumers are encouraged to suppose their profit is low, adding that “Run-of-the-mill levels of competence are being rewarded as if they were extraordinary.”
